1. Clinician uses Dr. Watson to select measure set & report period
       a. Select measure specification source (CMS, alt-payer or State Medicaid)
       b. Select EH or EP measure set
       c. Select Report Period (annual/selectable quarter)
 
2. Clinician imports electronic records of Patient panel (remote or local import)

4. Select measures within group. 
     "Select All" will highlight all measures within the group,
